First, regulators are explicitly tying frontier AI to cyber resilience and systemic stability. The Bank of England, FCA, and HM Treasury joint statement frames frontier models through the lens of operational resilience and security expectations—language that historically precedes formal supervisory pressure and audit-style scrutiny in regulated sectors (BoE/FCA/HMT).
